Vampire Penguin from California specializes in shaved ice treats, so when they reached the shores of Manila, they had to take a spin on the classic halo-halo. It is more like halo-halo flavored shaved ice than usual halo-halo, but it’s delicious all the same with toppings served alongside the ice instead of mashed into a gooey gulp.
